Richard and Betty Hall

Chattanooga, Tennessee, June 30, 2016. Richard M. “Dick” Hall, 85 and his wife Betty Lou Parks Hall, 84 departed this life as they had lived their lives - together, passing just hours apart. They started their lives together in Anawalt, WV and were devoted to each other for over 65 years. Recently living in Scott Depot, WV for the past 38 years, Richard and Betty raised four children and seven grandchildren with love, support and dedication. They were members of St. John United Methodist Church. Betty and Richard enjoyed life including outdoor work and activity that brought them in contact with nature and history. Richard served in the United States Marine Corp and then joined the West Virginia State Police in 1954. His first duty post was the Richwood Detachment. Richard was later stationed at Gauley Bridge, Rainelle, Princeton, Beckley and the State Police Headquarters in Charleston. He retired from the State Police in 1979 with the rank of Lieutenant Colonel. He then assisted the Department of Health and Human Resources in the development of the first Medicaid Fraud Unit. He was appointed the Colonel over the Law Enforcement Division of the WV Department of Natural Resources from 1981-1995. Richard enjoyed fishing and hunting (especially turkey season), writing and “tinkering”; his hands were never idle. Betty was employed for a short time with Rockwell International in Princeton but her career was her family. She held everything and everyone together. She was an Angel here on earth seeing the good in all people and treating them with kindness. It is because of her determination and support Richard was able to achieve his goals as well as the children reaching theirs. She enjoyed her flowers and bird watching. Her favorite way of showing love was cooking and baking - making every meal and every gathering special. Richard was preceded in death by his parents, Fred and Viola Davidson Hall as well as three brothers: Marvin, James, and Eugene and a sister Dixie Hall Bishop. Richard is survived by his sister, Ruth Vaughn (Barney) of North Carolina. Betty was preceded in death by her parents, Fletcher and Fannie Cooper Parks and older siblings Annie Hagy, Clarence, Delbert, and Prudy Spencer. Their family includes their children, Debbie Kemp (Larsa) of New Smyrna Beach, FL and his children, George and Sherry, Richard L. Hall (Kathy Cernuto-Hall) of Beckley, WV and their children, Christopher (deceased), Cameron and Austin; Beth Chambers (Rex) of Scott Depot and their children, Morgan and Eli, Scott Hall (Laura Hill) of Chattanooga TN and their children Sarah Grace and Evan. The funerals will be held at 11am Tuesday, July 5, 2016 at St. John United Methodist Church, 4536 Teays Valley Road, Scott Depot with Reverend Michael Q. Atkinson officiating. The West Virginia State Police Honor Guard and the WV DNR Law Enforcement Division Honor Guard will serve and be pallbearers. Entombment will follow in Valley View Memorial Park, Hurricane with military honors provided by the James Marshall American Legion Post # 187, Winfield, WV.
